SPECIAL MEETING

   1.  23-0314    Call to Order – Mayor

Start Time: 6:00 p.m.

Alderman Belken, Alderman Burgmeier, Alderman Fluhr, Alderman Hoffman and Attorney Kurt    Absent – Alderman Walsh and Mayor Degenhardt

   2.  23-0315    Review of Agenda – Alderman Belken

Read ad that was put in the paper.

   3.  23-0316    Speakers from the Floor

Jean Robey – Why are the water rates going up and when will they go up.

Mark Fluhr – To get any grant through the EPA we need to be willing to raise our rates accordingly to help fund the infrastructure. Otherwise, it is showing that we don’t need help.

Jean Robey – Regardless they are going up anyway.

Mark Fluhr – This is the same with the sewer. We need to show we needed the help. For years and years, we did not raise sewer rates. The reason we didn’t get grants was because it was showing we didn’t need help.

Dawn Stelpflug – But don’t we raise rates annually as it is?

Mark Fluhr – Supposed to yes.

Dawn Stelpflug – This should already be showing we are raising our rates.

Alderman Hoffmann – It’s extra money and it is loan forgiveness.

Jean Robey – It’s on the principal not on the interest.

Attorney Kurt – This is just a public hearing all to get the projects through. City can ask questions all along when we get to that point. The city can pull the plug anytime they want. It’s the same thing they are doing in Warren and Stockton.

Alderman Fluhr – What about Galena.

Attorney Kurt – That’s a good question. I don’t know. Remember can pull the plug at any time.

   5.  23-0318    Discussion and Possible Action to Authorize Funding Request for Financing of Lead Service Line Replacements and Watermain Looping Project in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

Motion by Alderman Hoffmann to Approve Authorize Funding Request for Financing of Lead Service Line Replacements and Watermain Looping Project second by Alderman Burgmeier    ROLL CALL: Ayes – Alderman Belken, Alderman Burgmeier, Alderman Fluhr and Alderman Hoffmann    Motion carried    Absent – Alderman Walsh and Mayor Degenhardt

   6.  23-0319    Adjourn
