                        a.  City Manager Report

                               i.   Indian Hills Meeting Update

Put together a questionnaire by September 16th asking if they prefer Grinder or Gravity Flow? Will have Origin take care of answers. Will have to be digging by September 2023 or lose money.

                              ii.   Recognition of Fire Chief Heim

Want to recognize Chief Heim for being Illinois Fire Chief of the Year. He will be recognized for his accomplishments on Tuesday, October 18th, at the Illinois Fire Chiefs Association Annual Conference in Peoria. Congratulations Chief Heim.

                             iii.   AHVA Living of East Dubuque

Have a study done to determine what is causing the wall to bow out. Asking city to fix. When talked with previous owner to pay 50/50 of cost. If doing study and not city then owners are responsible for full cost. City will pay ½ of study’s cost.

                             iv.   Wastewater Issues

People need to make sure not to flush things that are not to be flushed.

                              v.   Beecher Street Project Update

Travis Freese gave a break down of original contract bid price is $827,501.85 with total and additional items equals $902,543.20. Additional are Gramercy Park additional sidewalk, curb, ADA parking, Erosion Control, Drainage, Sanitary Sewer from bottom of Beecher to Gramercy Bathrooms and Culvert across Gramercy Street. He felt the project was an overall success.

Nice to see positive articles in town.

   6.  22-09906  Discussion and Possible Action on Gramercy Park Project in the City of East Dubuque,
Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

Julie Neebel from Origin – An enhancement project for North Gramercy Park.

36 ft above Jordan Ave will be bridge.

Will need walls.

With Grant Application will need to know the option going to use.

Grant is due September 30th. If board gets the grant will have 4 years to complete project. If don’t get the grant can ask why didn’t get it.

Gramercy Part is still a city park.

Would commit to ½ with Gramercy Park Board. Will also look into other grants to help pay city and boards part of payment.

Vote to support 50% of the 20% amount that Gramercy Park is responsible for. Grant will cover 80% of the cost. Needs to meet ADA criteria (not too steep, minimum 5’ width).

Option picked is 6’ wide concrete path.

Will have resolution for next meeting to vote on.

Jeff Trannel – Another partnership with city. Board would do their share to commit to there half. Have more and more people coming to the park.

Rick Leute – North to be more trail with interpretive section. Would open area with trails to learn about the area. Bridge is the biggest thing for North section. Layout will stay away from the mounds.

Alderman Belken – How big will the park be? The north is 3.5 acres.

There is a Public Meeting September 12th at 5:30.

Alderman Belken – If mess with roof will put building behind just leave as is.

Approach to open up at 5 am so gaming machines will start then. As it is the machines do not turn on till 6 am.
