i. Galena Country Tourism
Rose Noble was named to Destinations International Board of Directors. Received a nice honor.
ii. Correspondence from Greater Dubuque
Received Thank You for donation to Greater Dubuque.
Papers available for next election. Deadline is in December. With Mayor, City Clerk,
4 council seats up are both in Ward 1 (1 will be 2 year), one in Ward 2 and 3.

i. Current Project Update
Desoto water main is in and 8 in main pressure is good. Now prepping the road for paving.
Beecher coming to an end just needs signage and streetlights.
Water tower going slow.
Paving will be a month out but need to check about paver being broken down.
Had an accident out on Badger and while in the Ambulance Molly Roth and Sam Lange was very professional. Fire Departments are second to none.
Alderman Burgmeier – Are there many loads on River View yet? Coming down to the nitty-gritty. Keeping ditch as a dumping site for water main breaks.

3. 22-0917 Speakers from the Floor
Mayor Degenhardt reminded all speakers from the floor they have 3 minutes.
Steve Roby – 219 Montgomery Ave – He said the vast majority of people there was because of him and asked that they be respectful of council and meeting. He understands why prior council members are bowing out because of harassment; finger pointing and snide remarks can get to a person. When start talks with City Manager Herrig they talked about integrity and reliability. Wanted to make sure that council has availability to make decisions and also to have good communication with public.
Was said that if felt was not doing his job just had to ask him to leave. Well Mr. Roby at this time asked City Manager Herrig to step down. He says he has done good work.
Alderman Belken – City Manager Herrig works for the council and it is up to them to terminate. Have not decided to do that yet.
Mayor Degenhardt – There are still a lot of good things going on.
Judy Sherman – Has been following on Facebook but says Council stopped posting because didn’t want to hear people’s opinions. Just like not letting Mr. Roby finishing speaking because he was over his 3 minutes. She said Mr. Roby could have the rest of her time.
Attorney Kurt – Unfortunately that is not how it works.
Dawn Stelpflug – Says she has called how many times and City Manager Herrig has not been here.
Karen Gardner – Asked why people outside of city limits but own property in limits can’t speak.
Attorney Kurt – Need to speak with Angie Kaiser election authority.

5. 22-0919 Discussion and Possible Action to Accept the Resignation of Linda Waltz, Chairperson of the East Dubuque Zoning Board in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
Alderman Belken – Will be hard to replace.
City Manager Herrig – She has moved to Wisconsin so unable to serve.
Motion by Alderman Belken to Approve the Resignation of Linda Waltz, Chairperson of the East Dubuque Zoning Board second by Alderman Burgmeier ROLL CALL: Ayes – Alderman Belken, Alderman Burgmeier, Alderman Fluhr, Alderman Hoffmann, Alderman Walsh and Mayor Degenhardt Motion carried
6. 22-09920 Discussion and Possible Action to Extend East Dubuque Cruisin’ Thursday Night’s Car Show Through October 6, 2022 in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
Asking to go another night, which will be a fundraiser for Toys for Tots.
Motion by Alderman Walsh to Approve Action to Extend East Dubuque Cruisin’ Thursday Night’s Car Show Through October 6, 2022 second by Alderman Hoffmann ROLL CALL: Ayes – Alderman Belken, Alderman Burgmeier, Alderman Fluhr, Alderman Hoffmann, Alderman Walsh and Mayor Degenhardt Motion carried
7. 22-0921 Discussion and Possible Action on a Time clock in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
Alderman Fluhr – Should have a time clock for everyone. Would be at City Hall and Garage with camera on it. Could it be looked into?
Alderman Hoffmann – How many are you looking at having?
City Manager Herrig – Would you have one at the Police Station? They will still need to fill out timesheets.
Alderman Fluhr – They have access to City Hall they can come there.
Alderman Walsh – Salary would not have to punch in.
Mark Fluhr – Would work either way.
Alderman Hoffmann – Look into and research need of time clock.

10. 22-0924 Discussion and Possible Action to Approve Resolution for Gramercy Park in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
Exhibits on wall as the study made the bridge a little longer.
Stand behind the resolution.
Four years to get all the grants.
City Manager Herrig – If unsuccessful we can learn what we need to change or add for next grant application.
Alderman Walsh – The $16,000 – $17,000 a year going toward the amount? This is for operation of parks.
