September busiest month so far even more then last year. Thank you to the fire volunteers.

                              ii.   City of East Dubuque Population Update

City now at 1,505, which will reduce revenue with population down. Lowest since 1940.

Alderman Pearson – How many people did not fill out census? People not happy with Governor.

Alderman Burgmeier – People in apartments probably did not fill out census?

                             iii.   Cannabis Update

Might have someone at next meeting. Licenses are still not awarded and might not be till next spring.

Scales Mound has passed ordinances with Hanover being voted at next meeting. Everyone in the county being included in the Administration Law Court except for Galena and the county. Have also reached out to the township.

Dan Dolan – Just wanted to make sure that city stays with the distance that has been passed. We have received a little over $18,000 last month.

Added copy to packet since was not in last meetings.

No action needed.

 

   8.  21-1106    Discussion and Possible Action to Open Bids for Surplus Equipment in the City of East Dubuque, Jo Daviess County, Illinois / Mayor, City Manager Herrig

Bids going to Ned Herrig for the 2007 Cargo Trailer - $600, Clayton Degenhardt for the
2005 Trailer with Ticket Booth - $750 and Ned Herrig for the 2005 Flatbed Trailer - $600

No action needed.

10.  21-1108    Discussion and Possible Action to Approve Professional Services to Administer the City’s Unsewered Communities Construction Grant Program (UCCGP) from the Illinois Environmental Protection Agency (ILEPA) in the City of East Dubuque, Jo Daviess County, Illinois / Mayor, City Manager Herrig

2.2 million total grant for Indian Hills.

Motion by Alderman Pearson to Approve Professional Services to Administer the City’s Unsewered Communities Construction Grant Program (UCCGP) from the Illinois Environmental Protection Agency (ILEPA) second by Alderman Biermeier    ROLL CALL: Ayes – Alderman Biermeier, Alderman Burgmeier, Alderman Degenhardt, Alderman Fluhr, Alderman Muir and Alderman Pearson    Motion carried

 

11.  21-1109    Discussion and Possible Action on Ken Oberhoffer Sewer Rate Complaint in the City of East Dubuque, Jo Daviess County, Illinois / Mayor, City Manager Herrig

Looking into why amount of home and apartment complex is so much. Have discussed with City Manager Herrig and Executive Assistant Alyssa Darnall with Alyssa following up with letter on what was discussed in meeting. Mr. Oberhoffer is still having problems with different amounts for both properties from what was discussed. Also looking to see about amount of apartment complex being lower then what is being billed.

Alderman Pearson asked to see how many apartment complexes there are in the city.

Agreed to talk at next meeting.

 

12.  21-1110    Discussion and Possible Action to Enter into an Agreement for Loan Write Services with CFPS for USDA Community Facilities Loan Pre- & Full Applications-Police Station in the City of East Dubuque, Jo Daviess County, Illinois / Mayor, City Manager Herrig
