1. Call to Order – Chair Meier

3. TIF Consideration for Mid-Town Marina – City Manager Seitz
Jeremy McDowell from Mid-Town Marina explained what his expansion is going to be and would like to be able to receive TIF dollars to help with this expansion. Excited that this project will bring more people to the area. Will also increase the value of the City which is the main goal of the TIF. Is to increase revenue through property tax. Looks like a good way to increase revenue. Just had him fill out the application form that we have for the façade program, but it is not the façade program. Was an easy way to go through the process to get the numbers down.
Jeremy went through the numbers of what is going on. Going to take off on the southwest side of the building, had a walk-in freezer on the outside. Actually, going to take that out and use the wall divider as a bar and build a matching L shaped bar on both sides of it with a Tiki theme. On the southeast side will be a cold storage room. Seating wise it should give them about forty barstools and table seating will be about 30 to 40 as well. The projected cost is $223,499 the request was $60,000 but recommending $50,000 from the Highway 20 TIF dollars.
These are the kind of expansions that we like to get people thinking about. He is the first one to hand anything in from town. Right.
How many times can a person do this. There is no say as to how many times. If he has a project next year, then he is once again able to reapply.

Motion by Alderperson Belken and second by Alderperson Meier will all Ayes from Alderperson Meier and Alderperson Belken.
4. IL 35 Water Main Extension – City Manager Seitz
A project that will be rolling out over the next couple of weeks. The idea is that we would have an annexation agreement with Leibold Irrigation which is building a headquarters on Highway 35 by the Wisconsin boarder. They are interested in coming in for city services. So, we would extend water up to them, it would be contingent on their entry into the city. The Annexation agreement will be drafted in the next week of so. Then there would be a couple week process to do the annexation. We would like to get it started with getting the TIF awarded on our extension. The extension will extend past Lange Sign which will then let the homeowners north of Lange to come into the city if they want. The TIF can only be used in the city. This will then extend it past the city limits. This will help with developing properties to the west that people are looking to develop. The agreement that would be in the annexation agreement the city would pay up to the city limits with then Leibold Irrigation paying the rest of the way. This would be a thousand feet for the city and eight hundred for Leibold Irrigation. It extends city services for future development. If this annexation did not go through then this would be void.
What side of the highway would it be on. It has already been stubbed under the highway already. It will then run in the right of way.
Motion by Alderperson Belken and second by Alderperson Meier will all Ayes from Alderperson Meier and Alderperson Belken.
