Private dining is against law on public streets but municipalities are able to regulate the use of private use.

Alderman Fluhr asked what happens if it is a 3 to 3 count. That means the action does not pass.

Working on snow equipment and taking out the boat ramp.
KoneCranes do the inspections of the lifts and this needs to be done yearly. Very well know.
Alderman Pearson asked when this needs to be done within the year. This can be done anytime during the year.

5. 21-1117 Discussion and Possible Action to Amend Ordinance Regulating Adult Use Cannabis in the City of East Dubuque, Jo Daviess County, Illinois / Dave Sendt, City Manager Herrig
Dave Sendt – Is asking the council to reconsider the 15,000 feet ordinance. Looking to be able to open a shop in his building in downtown East Dubuque. Said competition is good.
Alderman Burgmeier would like to have further ordinance discussion with the council.
Alderman Fluhr asked what the plans are if the ordinance is changed.
City Manager Herrig showed a map with 5,000 feet that brings it to the round school and 10,000 feet that would be the whole downtown, flats and out Highway 20 and 15,000 feet that covers the whole town. If wanting to allow downtown will need to change it to 5,000 feet.
Dan Dolan spoke against changing the ordinance. Planning on making this a destination.
DJ Loeffeholz spoke for changing the ordinance. Will be getting a cultivation license and hope to have it in East Dubuque.
Alderman Pearson congratulated DJ on cultivation license and hope they will bring it to East Dubuque. Would also like to see the plans of the group working with Dave Sendt.
Council would like to see plans and what they can bring to East Dubuque.

8. 21-1120 Discussion and Possible Action to Approve Sanitation Contract with Dittmer Recycling, Inc. in the City of East Dubuque, Jo Daviess County, Illinois / Mayor, City Manager Herrig
Scott of Dittmer Recycling said that new contract might be a little higher this year because of no help and gas going up.
Mayor Degenhardt have not had any problems.

9. 21-1121 Discussion and Possible Action on Ken Oberhoffer Sewer Rate Complaint in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
City Manager Herrig said that the rates on finances are set. Illinois EPA tells the city what they have to charge. These are so we are able to get loans from them. Should city keep it all the same? There are 38 multi units in East Dubuque.
Ken Oberhoffer still would like to get rid of the meter charge of six to one.
Alderman Fluhr still says not right charging more.
Alderman Pearson asked what column G is. This is what amounts are if all buildings are in compliance with City Code.
City Manager Herrig asked if City should change base usage for all apartment complexes? Like give 2,000 per unit. This then would give Hilltop 2,000 x 6 = 12,000.

December 9, 2021 was the night decided at 6:30.

11. 21-1123 Discussion and Possible Action to Waive the Second Reading and Amend Ordinance Authorizing the City to Borrow Funds from the Public Water Supply Loan Program in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
Water Tower bid was over bid and only 1 person put in a bid. This because of hiring unemployed and increased cost of materials.
Water Main bid was under bid with 3 bids coming in.
Marc Ruden says we would be looking at a spring start for both. Water Tower would be a yearlong project with not being able to work during cold weather.
