Shout out to the City Works guys for the work on the water main break last week.
When becoming Mayor wants to stay consistent with the meetings. Will keep the meetings as scheduled.

Did a great job on the water tension basin across from Runde’s.
ii. Burgmeier
Getting more complaints about Sherwood house. Can we escalate the fine?
iii. Degenhardt
Keep calling on the properties in the flats but will not take calls. Will not even take calls from the person who wants to purchase the properties.
iv. Fluhr
Thanks for continuing with meetings.
v. Meier
Asked about golf carts in the neighborhood. Was discussed at April 3, 2023, meeting and was tabled. This can be brought back up for further discussion down the road.
vi. Robey
Do we know did they get a building permit or a demolition permit for the Dave Sendt property. I had a call today asking if they were going to do asbestos removal on that building. They didn’t do it on the last building and was getting calls before I was even here.
Mayor Digman – would have to check cannot answer question.
Alderperson Robey – I know it is something that is required by code.
Mayor Digman – we will check on that.
d. City Attorney, Terry Kurt
Couple meetings ago we annexed in the Althous Family Beer that is a tax abatement for three years resolution ready was not sure of the zoning. Once that is filled in, we will need to get resolution on agenda.
Lawsuit against the city about a year ago from Jamie Markham that case has been dismissed.

3. 23-0524 Speakers from the Floor
Michele VanOstrand – Last meeting was discussed that we were going to need to forgo or give back that 2.2-million-dollar grant. Has anyone seen if it was extendable or are we going to be out of that. Is there any way to continue with that grant.
Alderperson Burgmeier – not sure if Mark Fluhr would be able to answer that.
Marc Ruden – Unless there is something he is not aware of. Would need to get in touch with Jill Pepin. Unless you are not going to use that grant.
Michele VanOstrand – thought it was up in June and thought we would have to forfeit it.
Marc Ruden – Can reach out to Jill to find out what the status of the grant is. Want to have a meeting with the residents that would be effective with a gravity sewer. There was a lot of interest whether or not you want a gravity sewer or allowing a gravity sewer on your property. Letting residents know about the survey crew going to be on their property.
Alderperson Robey – is the survey just now being conducted.
Marc Ruden – Yes, the surveys are done. Wanted to reach out to the people who did not respond.
Alderperson Robey – Was the answers to the survey positive that they did want it. I know the grinder pumps were a big issue.
Marc Ruden – Yes, the grinder pumps are a big issue. With mixed responses with the gravity flow. We feel like enough people that would hook into or allow the gravity system to go through their property. We feel that there is enough interest in this project.

5. 23-0526 Discussion of Municipal Separate Storm Sewer System (MS4) Program Plan Update in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Herrig, Noah Hofrichter
Noah Hofrichter – Just wanted to give us an update. MS4 is a program that makes sure the stormwater is being appropriately addressed. This starts with Federal EPA and then goes down to Illinois EPA then goes down to the communities to comply with these regulations. Frentress Lake is on the list for having high levels of suspended solids water is cloudier than they like. Needed a more formal plan put together for the city.

7. 23-0528 Discussion and Possible Action to Approve Charging and Fueling Infrastructure (CFI) Discretionary Grant Program in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Herrig
Gathering a coalition of communities along US 20/IL-84 to apply for grant program.
There is a 20% match, but we will be reaching out to IDOT to see if they will cover that. If they don’t, the 20% would be split amongst the communities that agree to participate.
If IDOT would not cover cost, then we would be able to decide if we want to be in it or not. Right now, we want to stay involved.
Mayor Digman – There is no financial commitment until if the 20% wasn’t covered then we can bail if we want to.
Alderperson Robey – Where to locate this? We have no room, there’s no parking areas.
Alderperson Burgmeier – Think we should stay involved with it. We do not have a nice spot to put any chargers.
Alderperson Degenhardt – what about the boat ramp.
Alderperson Belken – don’t think the Corp would allow it.
Alderperson Robey – we would get the information before we accept the grant.

11:00 pm with the Closure of the 200 Block of Sinsinawa Avenue from 231 to 295 Sinsinawa Avenue in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Herrig
EDGE Foundation has done the fireworks the night of Wingfest, but this year wanted to bring it back more towards the 4th of July. Will have a live band but no liquor license be treated like the car show. Will be low key and a good community event.
