City Manager Herrig – Review of City Manager report. Second to last payment for the Waste Water Project. Want to acknowledge Fidelity Bank & Trust award and J & R Rental expansion (photos included).

Alderperson Pearson  – Condemned properties 35 days from getting titles. Hopefully by the first of the year. Mark checking into wires that are down (thinking telephone wires) by Vans and Temperley Excavating lot.

Alderman Werner  – Second Street Rail Road Crossing is getting really bad.

   6.  20-1106    Discussion on the Library Expansion Project in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

No action required.

Katherine Kelly from the Library discussing Renovation and addition of Community Center. Between CVR Energy, match from East Dubuque Family, money from State and donations from community will help make this a reality. Running the campaign on Facebook, so check it out. There have been 20,000 visitors that have gone through the doors in the last year. Looking at a groundbreaking spring or summer of 2021. Please spread the word that donations can be sent to the Library and tax deducable.

 

   7.  20-1107    Discussion on the East Dubuque Fire Department Training Capstone in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

No action required.

Joe Heim, Fire Chief – Capstone had a look at the ED Fire Department training program. The Summary had a lot of information that EDFD knew and more they can implement in their training.

 

   8.  20-1108    Discussion and Possible Action on WWTP Improvements Project Fiscal Sustainability Plan in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

This is a $2.5 million gift. To keep with the plan the city has to set aside $145,000 a year in reserves. When the need comes to fix anything for the Waste Water plant. Note that parts are suppose to be good up to 10 years to 50 years. We have already started setting aside from our utility bills right now.

   9.  20-1109    Discussion and Possible Action on the Acceptance of Proposal for Grant Writing Services with Community Funding and Planning Services in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

Flood buy out through the Illinois DNR this is what is best for the City. Will be working with
Jill & Sharon for the grant writing.

10.  20-1110    Discussion and Possible Action on the Acceptance of Proposal for Grant Writing Services for Unsewered Communities Construction Grant Application in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

Unsewered communities grant 100% for Indian Hills. Working with Jill on this.

11.  20-1111    Discussion and Possible Action to Amend Ordinance Regulating Alcoholic Beverages in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

Financial concerns and with everyone complying with the Governor why should they have to pay for 2 licenses. Will have a liquor license till 11 that will be $800. Once we go back to regular hours they will then be able to update their liquor license. The amount will be prorated when back to regular hours. Will not lose their original liquor license time.

Mike Meyer – has city talked about quarterly payments? Have not talked about this yet.

Alderman Arling – Cut expenses with decline in revenue?

12.  20-1112    Discussion and Possible Action to Waive Additional Licensing Fees for Liquor License Holders in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

Alderman Arling – Any bonus to do quarterly payment? These are hard to get.

City Manager Herrig – If we would go quarterly then would need to do direct deposit from liquor license holders.

Motion by Alderman Belken to Not to Waive Any More Additional Licensing Fees for Liquor License Holders in the City of East Dubuque, Jo Daviess County, Illinois second by Alderman Degenhardt    ROLL CALL: Ayes – Alderman Arling, Alderman Belken, Alderman Degenhardt, Alderperson Pearson and Alderman Werner    Motion carried    Nays – Alderperson Stelpflug

 

13.  20-1113    Discussion and Possible Action on Scheduling a Special Meeting on Monday, November 30. 2020 at 6:00 pm in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

No action needed.

Putting final ordinances into effect. First Judge hearing would like to be in February. There are no other expenses.
