                        a.  City Manager Report

                               i.   Update on City Projects

14 million is what is anticipated for this year. Alyssa has prepared a brief review of current projects and posted on social media.

                              ii.   Report on Assistant city Manager Educational Achievements

Alyssa Darnall explained the classes she has taken. Anticipate completing her degree in April of 2023.

                             iii.   Collective Bargaining Update

Is completed and went smooth.

                             iv.   Water Tower Design

Get to decide on a color scheme and design for our new water tower. Have reached out to the school and asked them to work with us on final design.

                               i.   Call Report

Break down call volume from days and nights. Had to pick some days and highlighted them. Went 6 am to 6 pm but system starts at midnight for the day. Calls are up 65 to
70 % during the day.

Alderman Burgmeier – being asked why there are 2 officers during the day? Number of calls and severity of the calls are now more during the day.

Alderman Hoffmann – Is everything coded now? Yes, DACRA.

City Manager Herrig – ALC is for compliance of tickets not to make any money but to enforce.

                        f.  Public Works Director, Mark Fluhr

                               i.   Review of Street Projects

Third week of May to flush hydrants. Would like to get Alderman Hoffmann involved in street projects.

Alderman Burgmeier – Why is Alderman Hoffmann involved?

Mark Fluhr – he has dealt with these street problems. He is not able to contract with East Dubuque for these projects, so able to help if asked.

Alderman Fluhr – could we move the Camillus Dr project up on the list?

City Manager Herrig – we can’t prioritize because of who calls. We do want to get it fixed but they are not in city limits. Mark makes the list as by much needed and most traveled.

Alderman Walsh – Annex those 3 houses? They would be Hwy 20 tiff.

                              ii.   St. Mary’s Culverts

72 in pipe is in critical condition. We have to fix it, which will be 120 feet long. Will be working on it this year.

Alderman Hoffmann – Storm Water? Make it a retention pond? DNR do not want to use the road as a dam. Would want to put in a controlled device. Will keep spill way.

One by Hwy doesn’t want us to dredge out pond so DNR can watch.

ECIA Comprehensive Plan Presentation

   5.  22-0505    Discussion and Possible Action to Approve ECIA Comprehensive Plan in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

Dan Fox – ECIA Comprehensive Plan needs to be updated. This is community vision and what is relevant for the growth of the city. By doing community survey, workshops and social media to find out what is needed. Projecting year to bring it together. Starting in September 2022.

City Manager Herrig – Need an updated plan so that we can keep getting funding. This is how we get community input/involvement.

Alderman Walsh – this is budget? Yes, was in budget.

City Manager Herrig – Why on agenda when he can hire? Would like to keep council informed.

Alderman Fluhr – Could we get Alyssa’s Nurses Degree information?

Alderman Walsh – That is not important.

Alderman Belken – All other departments have someone to back them up.

These deal with Freeport area.

These deal with Freeport area.

11.  22-0511    Discussion and Possible Action on the Purchase of a Tandem Axle Vactor 2100i Combination Sewer Cleaner in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

Brandon – Standard Equipment

2100i use high-pressure water and vac to soft dig. So won’t hit underground utilities.

Mark Fluhr – will be used for cleaning sewers, maintaining lines and cleaning catch basins.

City Manager Herrig – will pay for itself. Some lines haven’t been gone through in 20 years. Will help identify problem lines.

Alderman Walsh – New unit? Yes. What kind of chassis? Freightliner with Vac hose 15 ft down without extension plus 20 ft extension.

Mayor Degenhardt – what will this cost?

City Manager Herrig – Standard Equip can finance through them 7 years to pay. Good up to 10 to 15 years with amount of use and regular maintenance.

Alderman Walsh – come with any training? Yes, for life of equipment. Offer remote service? Yes, but would like to have them brought in.

Brandon – Can see the truck being built in Streator. Late June early July for delivery.

Alderman Hoffmann – Is this the right size for our city?

Brandon – higher return on larger truck and more space.
