2. 21-0302 Staff Reports
a. City Manager Report
i. New Format
Discussed new format to try and make sure everyone is kept informed with questions brought to manager.
ii. Alcohol Ordinance Update
Adding things that have been missed or changed.
iii. Police Report
Two months had 111 traffic citations, 62 misdemeanors, 137 warnings, 2 DUI’s and
14 drug related citations.
iv. Fire Department Report
In January the volunteer fire department put in over 500 hours.
v. Planter Update
Would like to thank Rose Noble and Galena Country Tourism for $10,000 donation for planters and flowers.
b. Mayor Report
Dominique Mouton from Belgium contacted Mayor VanOstrand wanting some information about his Uncle Nicholas who was mayor in 1876. Maybe want to do sister city with Belgium.
c. Alderman Report
i. Arling
Updates on streets – Beecher grant approval still in the running under rebuild Illinois. Will be awarded in April. Pump at 6th Street, water extension at industrial park and camera services with Dubuque. Camera services with Dubuque are still on hold.
ii. Belken
Riverbluff has really changed the old Subway building. (New Business)
iii. Degenhardt
iv. Pearson
Wanted to thank Rose Noble and Galena Country Tourism for donation to planters and flowers also City Manager Herrig and Police Chief Kovacic for meeting.
v. Stelpflug
Kathy Kelly asked to remind everyone about the library project to help push them over the top. Mulgrew’s 100th Anniversary if could put on website and social media. Kudos to Riverbluff’s opening.

d. City Attorney, Terry Kurt
i. Runde Property Condemnation Update
Lawsuit is complete and judgment was in our favor, will finish out end of March 12th. Will need to figure out what to do with lots, teardown or fix up. Can make plans soon as next meeting. Might be able to do condemnation in the flats this year.
e. Police Chief, Luke Kovacic
i. Introduction of Police Officer Candidate
Welcome new Police Officer Caleb Stines and get him enrolled in gun school in May with June to September for Academy. Since academy is in suburbs of Chicago will need to supply housing.
ii. Purchase of New Squad Car
Went to Karl Chevrolet in Ankeny, IA to purchase new police vehicle. Best experience they had will do everything there. Hope to have by the beginning of April.
iii. DACRA Update
$3,875 so far and taken in half the charges. Super fun to work in. People a liking to coming to City Hall instead of having to go to Galena.
iv. Transferring Police Non-Emergency Line
Would transfer these calls during work hours of 8 to 4:30 to City Hall. This will free up the officers time. Alyssa took 18 calls today and they were all for her.
f. Public Works Director, Mark Fluhr
i. Purchase of Public Works Truck
Since not able to get old squad truck, needed to purchase a truck. Purchased a used GMC 2019 for $32,000, which was in the budget. This is so employee’s are not using personal vehicles to pick up purchases.
Street projects – Have more bad street projects then budgeted. Several water breaks on Oxford with other bad streets are Terrace Heights, Clinton Street 300, 500 – 700 blocks.
g. Fire Chief, Joe Heim
Fire report has changed and should hope to be done by end of month but may need to ask for extension. Also would like to acknowledge the following Fire Fighters for years of service Mike Stone – 45 Years, Manny Alvarado – 20 Years, Nick Manders – 10 Years and Curtis DeWulf – 5 Years. Since no banquet this year if want to donate please send to the Fire Department.

7. 21-0307 Discussion and Possible Action to Set a Flood Task Force Meeting in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig
Would like to set meeting by the end of March.

8. 21-0308 Discussion and Possible Action to Approve Plat of Survey for Parcel A & Parcel B Each Being Part of Lot 2 of Woodward Place, as Described in Warranty Deed #384072, Recorded on 04/06/2015, in Section 33, T29N, R2W of the 4th P.M. in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig
There is interest in unused Industrial Business property.
Alderperson Stelpflug asked if anyone has adjoining land?

Nice conversation with Toots. Wanted to share with city to make sure dates would work. The August cookout would like to use a few parking spots and be able to grill on sidewalk. In September would like to close Wall Street from Mulgrew’s parking lot to Fidelity’s drive.
