2. 22-0602 Staff Reports
a. City Manager Report
i. CFPS Project Update
Update from Jill Pepin on projects. Previously submitted Rebuild Illinois applications were funded (6th Street Storm Water and Southwest Industrial Park Utility Extension). USDA Fire House and Police Station working on additional items needed for the loans. Lead service line replacement program found 2 so far on Beecher. Indian Hills sewer extension project was advertised for bid on June 1st with bids being opened on July 20th.
ii. Hwy 20 Project Update
Talked with DOT about not including the turnoffs from Hwy 20. They have gone and fixed those approaches for a smooth turn.
iii. Water Tower Project Update
Piers that support the weight of tower are in place. Waiting for the next contractor for the next step.
iv. Beecher Street Project Update
Moving along and on time with work.
v. Dust Control
In the flats removed excess gravel and 3 rivers put down stuff to cut down dust from road.
vi. Quiet Zone
Attorney Kurt gave some background and then City Manager filled out paperwork to see if this would work for the City. This would be a cost of $400,000 of upgrades to the crossings. Sounding horns does reduce accidents then no horns.
b. Mayor Report
Good Memorial Day parade and Alderman Burgmeier was in the parade. Got in touch with owner of properties in flats and said she would be in town but didn’t show up.
c. Alderman Report
i. Belken
St. Mary and Cherry St. putting in 72 in pipe. Should there be a weight limit? Mark Fluhr said could do a weight limit. Would be anything over 3 axles.

Diane Gallagher got in touch about comprehensive trails for Jo Daviess and Carroll counties. Working with Mark Fluhr on streets.

i. Vactor Truck Update
Being built now should have by end of month first of July.
ii. Vector Services
Company working with Nicor might run camera through sewer services.
iii. Street Projects Update
End of Sherwood will wait till fall to look at since trucks running over it all summer.
g. Fire Chief, Joe Heim
i. Fire truck
Do referendum like 20 years ago and rotate every 30 years. Cost of the trucks are 1 to
1.5 million.
ii. SCBA
Will replace boards on air packs. Will do every quarter for batteries.
Received $4,000 from Jo Daviess Charities.
3. 22-0603 Speakers from the Floor
Linda Waltz – Thank everyone at the Memorial Day Parade.
Kyle Cox – From St. Mary church would like to place 64 crosses on state property on Wall St across from Dentist office. These crosses represent the 64 million abortions that occur. This would be the first half of October length of time determined by Council. If not able to use the property on Wall St. would the police be able to help with traffic control on Hwy 35 going to St. Mary Property. Will work with City Manager Herrig to see what works.
City Manager Herrig – Do they do it in public areas? State owns property and want to check and make sure it is ok.
Alderman Walsh – Special event paperwork?
Chief Kovacic – Would be able to help with traffic on Hwy 35.
Alderman Hoffmann – Would it be better to have church go to state? No

NEW BUSINESS:
5. 22-0605 Discussion and Possible Action on Fire Station and Police Station Projects in the City of East Dubuque, Jo Daviess County, Illinois / Mike Ruden, City Manager Herrig
Mike Ruden – Both projects are done and ready for bids. Very tight buildings with no extra space. USDA does a flat interest and 40-year payment.
Chief Heim – Everything is what is required in fire station.
Alderman Hoffmann – Will there still be fire station in the flats? Not sure on that right now but there is no difference it is one or two stations.
Police Station need to work in a dog wash but also no extra space.
Will be putting in geo piers for soil stabilization.
City Manager Herrig – want to bid on both stations at the same time.
Police station right now is uninhabitable and need someplace for them now. Stopped using holding cells 6 months or more. Roof is not fixable. Looking for temporary placement.
No action needed.

8. 22-0608 Discussion and Possible Action on Additional Staffing for the East Dubuque Police Department in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
Chief Kovacic – School Resource Officer – is working with school system and found a donor that will pay 1/3 with school and city splitting the rest. This officer would be at the school full time. The 1/3 funding is as long as needed.
Alderman Hoffmann – Nate would be at round school. He is retired 9 years and trained in 2 states WI and IA. Our officer at High School and Junior High. Can we make it contingent on funding sources? Yes.
Alyssa – CHP Cops Hiring Grant 75% salary for each officer.

and City Funds in the Amount of $28,502.40 in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
Additional costs as pipes being exposed are worse off then predicted.

12. 22-0612 Discussion and Possible Action on Petition for Alley Vacation in the City of East Dubuque,
Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
Request to vacate an alley right of way that has never been used. Not useable to city and won’t be opened.
Alderman Walsh – Does this affect neighbors? No does not.
