American Legion completely out of top half of the Police Station with Drum and Bugle Corp out by end of July.

Improve corner under bridge? Talking about the broken up sidewalk next to R Place. Mark will look into this.

i. Street Projects Update
Beecher street water and sewer are installed and working. Working on storm then curbs and sidewalks.
Looked at Sherwood and will need to be repaired.
Camillus Dr will be very pricey to fix water flow.
Tour for Vactor factory taking off at 5:30 Tuesday.

3. 22-0616 Speakers from the Floor
Don Slaats – Customers asking questions about things going on around the city. Asked where is the money coming from to pay for Police Station and Fire Station. Have applied for Fast Grant and USDA loan. Why can’t the offender just sit in squad?
Chief Kovacic – Offender can’t sit in squad car and most bond out before being taken to Galena.
Don Slaats – Why not build a wooden structure? Can’t break the bank the money has to come from somewhere.

5. 22-0618 Discussion on Future Cannabis Dispensary in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, Assistant City Manager Darnall
Just information that was also sent to the zoning board. Zoning board meeting is July 11th at 5pm with a council meeting to follow where this will be presented.
No action needed.
6. 22-0619 Discussion and Possible Action on Police Station Project in the City of East Dubuque, Jo Daviess County, Illinois / Mike Ruden, Assistant City Manager Darnall
Don Slaats offered to sell his building if it would work for Police Station.
Mark Ruden – Building is half the size of proposed building.
No action needed.
7. 22-0620 Discussion and Possible Action on Police Station Relocation in the City of East Dubuque, Jo Daviess County, Illinois / Mike Ruden, Assistant City Manager Darnall
Update met with Denise Sheehan about the old Nancy’s building to see about using for Police until a new building is available.
Mayor Degenhardt – Can’t use old building anymore.
No action needed.
8. 22-0621 Discussion on Illinois Department of Transportation Lease in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, Assistant City Manager Darnall
Brought up at a previous meeting. Wanted council to see lease. We cut the grass there.
No action needed.
9. 22-0622 Discussion and Possible Action to Approve a Resolution Establishing a Tax Abatement for
Terry L. Redfearn in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, Assistant City Manager Darnall
Attorney Kurt – Annexation went through and will abate his taxes for three years.
Alderman Walsh – Will this be in the Hwy 35 TIF? No it will not.
Motion by Alderman Belken to Approve a Resolution Establishing a Tax Abatement for Terry L. Redfearn second by Alderman Walsh ROLL CALL: Ayes – Alderman Belken, Alderman Burgmeier, Alderman Fluhr, Alderman Hoffmann, Alderman Walsh and Mayor Degenhardt Motion carried

11. 22-0624 Discussion and Possible Action to Approve the Community Park Project in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, Assistant City Manager Darnall
City Manager Herrig and Assistant City Manager Darnall met with Rose Nobel about seeing if Galena County Tourism would be able to help. Rose said that they would be able to help with Community Park. Working with them on funding and design. Working with Origin for engineering and working with CFPS for possibility of additional funding.
Jean Roby – Hopefully implement our Veterans Memorial Park with implementing new lighting.
Mayor Degenhardt – Thinks it would be a great thing.

12. 22-0625 Discussion and Possible Action to Accept the Resignation of Jack Olinger from the East Dubuque Zoning Board in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, Assistant City Manager Darnall
Jack Olinger has given his letter of resignation from the Zoning Board.
Motion by Alderman Burgmeier to Approve the Resignation of Jack Olinger from the East Dubuque Zoning Board second by Alderman Fluhr ROLL CALL: Ayes – Alderman Belken, Alderman Burgmeier, Alderman Fluhr, Alderman Hoffmann, Alderman Walsh and Mayor Degenhardt Motion carried
