3. 22-0203 Speakers from the Floor
Mart Sutter – Asking about animal defecating on property and leash laws. Yes, people are to use leash or fenced in yard. Neighbor’s dogs come over to his yard. He has contacted the landlord. Need to make sure your dog is on a leash and need to pick up behind them. Citations are being handed out. People will have to see and then sign citations.
Alderman Burgmeier – We should know who is living in town apartments. There is no way to know.

5. 22-0205 Discussion and Possible Action to Amend Ordinance Regulating Adult-Use Cannabis in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
Increase license for Cannabis to 10,000, 15,000 and 20,000. Asked incoming business if they would have a problem paying more. They said no.
Alderman Pearson - Can we put this fee in a separate account? Will be figured in yearly budget. Want fee to be reinvested.
Alderman Fluhr – Wants to change fee to $25,000.

6. 22-0206 Discussion and Possible Action on Downtown Revitalization in the City of East Dubuque, Jo Daviess County, Illinois / Rose Noble, City Manager Herrig
Sent links for YouTube links from Rose Noble. Magazine has more of East Dubuque attractions. They have more money to match on revitalizations for town. Want to enhance the experience for incoming tourist. Can anticipate an application from East Dubuque. Money needs to be allotted by June 30. Will need information by March or April.

8. 22-0208 Discussion and Possible Action on City of East Dubuque Project Updates with Origin Design in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
Update with Origin Design we are working on.

9. 22-0209 Discussion and Possible Action to Allow City Mayor and City Manager to Sign any and all Paperwork for IEPA Loan 17-5810 and 17-4205 in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
State is running late but does need to be done before next meeting.

10. 22-0210 Discussion and Possible Action to Approve Ordinance Pertaining to the Regulation of Video Gaming in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
State changed rules for non-home rule from 25 to 250. Will collect from Gaming Operators but just passed last week that it needs to be 50% from both parties.
City Manager Herrig – Raise the fee and will have meeting with bar owners about what can do to help. Maybe have a rebate type program to help bar owners?

Was contacted by individuals interested in a public works position. Will be 3 or 4 years to get someone trained. Tom Glendenning will help train our new guys.
Alderman Biermeier – Option to hire someone who would already have his or her license. Finding someone who already has his or her license is really hard.
