    a.    City Manager Report
Our development summit is this Wednesday. We have sixty-five people already set to attend.
We are having difficulty with our auditor. The audit according to their contract should have been done last October. Which they asked for an extension for December. By December we were not able to get them to answer our inquiries on when we will see the audit done. Pam has made contact with basically all of their field offices from here to Chicago. Which we have not been able to get any satisfaction from them. We will be sending them a letter letting them know of our disappointment.
On the Fire Station project the next step is the asbestos removal. We have one estimate in and seeking a couple more. So, when this is done then the demo is complete. Met today on things like furniture, color palette, carpeting and tiles.

    5.    25-0213    Discussion and Possible Action to Approve Notice of Intent to Award Temperley Excavating, Inc. for Wastewater Collection system Improvements 2025 in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz
We had five bidders on that project. This is the most that bid successfully since he has been here. All came in at a competitive position. The lowest bidder was Temperley right from East Dubuque. Recommended to approve this intent to award. This will help with extending to potential development areas. We are excited that it was an East Dubuque company that won the bid. Ready to get going on with this project and that it should not cost any of the taxpayers.
When will be get started on this? Thinking it should be sometime in the spring once IEPA approves the last of what they need from us.
Motion by Alderperson Belken to Approve Notice of Intent to Award Temperley Excavating, Inc. for Wastewater Collection system Improvements 2025 second by Alderperson Degenhardt    ROLL CALL: Ayes – Alderperson Belken, Alderperson Burgmeier, Alderperson Degenhardt, Alderperson Fluhr, Alderperson Meier and Alderperson Robey    Motion carried
    6.    25-0214    Discussion and Possible Action to Approve A Resolution for Maintenance of Streets and Highways by Municipality Under the Illinois Highway Code in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz
We have to put into the State DOT for them to approve any expenditures you make from the MFT Fund. MFT is solely for the use of transportation. We have always gone for the electrical service of streetlights and for road salt. The funds have grown and did not need to purchase salt. We added street projects which anticipate doing as soon as we are able to in the spring. Will come before you before they happen.
So, we are asking for $150,000 and that the $65,000 over salt and lights do we need to put in the roads we will be doing. No, just the category. The $25,000 for lights and $60,000 for salt though we might need to use because of light use this winter.
It will come to the council before we use this money. Yes, we will only use what is needed. Might not use all of what we asked for.
