Waiting on streets for crews to come in and work on them. Blacktop should be 2nd or 3rd week of August. Having Stewart working on water main on Sherwood before pave road. Will be new water line from Montgomery to Wisconsin.

September 29th will have training that Council can participate or view at training center. Will be able to see the real time body information for study.

Jeff on Sherwood asked about lawn care not being taken care of. Garbage pails are they not suppose to be put away once garbage is picked up? Not left at the curb. Vehicles parked in front yard. Will take a look.

Railroad asked if city would promote National Rail Safety Week.

Storage of multiple boats is not a violation. Does the council want to regulate this? If so will need to make a new ordinance.
Need more flexibility of fines.

Construction basic observation with permits by September with bids by 1st of 2022 and start by spring of 2022.

9. 21-0809 Discussion and Possible Action on snow Removal Policy in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig
Want to see about City Crew to truck snow from Flats Area.
Mark – Will take time to haul. When hauling snow goes to the boat ramp.
Alderperson Pearson – Where does the City Crew push the snow? Is it up to the individuals to remove snow?
Mark – City Crew pushes off to the side. Also up to the individuals and they need to keep from the corners so that drivers can see around corners.
No action needed. Will address as it comes around.
10. 21-0810 Discussion and Possible Action on City Wide Clean Up Efforts in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig
Alderperson Pearson – Families or businesses to adopt a section to clean along streets in town. Maybe school kids might be able to do for service hours.
Mark – will also talk to garbage guys to make sure that they cycle the garbage so that it doesn’t fly out and litter the road.
No action needed.
11. 21-0811 Discussion and Possible Action to Open Bids on Surplus Municipal Property Located at
69 Sinsinawa Avenue in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig
Will extend to next meeting.

Motion to direct City Attorney Kurt to send letter to Library Board to inform them that we are inciting condemnation proceedings in regard to property behind 339 and 341 Sinsinawa Avenue.
