2. 20-0812 Staff Reports: City Manager Report, Mayor Report, Alderman Report
City Manager Herrig – Read City Manager report.
Mayor VanOstrand – Wondering what to do about Halloween? Hours are 5-7 if we have it. Hill Street has been finished.
Alderman Arling – Parking issues he heard about. 2 hours and chalking tires is not happening. Was a message that we are going back to regular street procedures for street cleaning? Street sweeper can go around outside seating.
Alderperson Pearson – Condemnation of lots have been filed. Wondering if the 2 grants that did not pass are still going to be worked on? Beecher is already on EPEA loan not available until June 30, 2021. This will be water, sewer, and streets. Police Station will be USDA loan same as Fire Station. Flower boxes have been started. There are 4 coming. Would like to have another 8, will see if someone else would need flower boxes for scout project or would do if material is supplied.
Alderperson Stelpflug – Livingston Park is a mess and needs some attention. Asked about abandoned cars in yards. The word abandoned means cars on the street. If the car is registered in Illinois police cannot tow. Asking businesses to provide ashtrays for sidewalk smokers. Sidewalks and curbs are looking bad with smokers disposed cigarettes. Sandwich boards placement on sidewalks, looking into it.
Alderman Werner – Extension of the bridge fence maintenance. Lights on main street dark when out for fish flies. Will have that changed next year of being able to turn on when there are no fish flies.

Would like to only charge them 75% for 2021. Would like to help them from the closure they had in 2020. To get the 25% discount for 2021 they have had to be in business in 2020.

Get rid of excess surplus that is not being used. The city owns and will be selling as is. Will place ad in paper so we can get bids by September. People can contact city to view merchandise.

Alderperson Stelpflug questions if this is excessive to charge for wastewater. Note this Ordinance has already been passed. This only effects a handful of citizens of East Dubuque. The increase was $25 to the actual $50 charge.

This will be time-consuming because of staff having to go door to door to check houses. Do have an idea of what areas to be looking into. Will be beneficial to the homeowner because they will not have to pay back the amount.
