                        a.  City Manager Report

Indian Hills Sewer Extension Grant is extended till September 30, 2026, and will meet with homeowners soon.

                        b.  Mayor Report

 10 am till 10 pm Nancy’s Slots offered up their back room to be a cooling center this week.

Wingfest was a huge success. Want to thank all the volunteers, Delbert Belken, Fire Dept., Public Works, Police Dept., and City Staff. Was a total team effort by the City.

At the end of Rocky Street where the walk bridge goes. There is a bunch of brush there that need to be taken care of.

Asked about Montgomery St. concrete in front of the Church. The concrete is breaking away. Are we going to do anything about that. Waiting for information on a company that can come in and take care of the joints.

Street storage and properties that are a mess. 535 Menominee is the biggest complaint she has. Luke has talked with the Judge and will talk with him about amounts. Can they be fined daily or weekly. Another is my neighbor who has a 35-foot travel trailer enclosed behind a fence that now has a permanent roof on the pull out and has a built-in deck off the back. To me this seems to be a permanent structure. Hill side across from them has not been touched all summer. There are enough properties on Wisconsin Ave that are not being taken care of also. Any way to escalate these fines so that they are taken care of. Should only give them a week to take care of the issues.

Interim City Manager Seitz asked for the addresses, and he’ll get to the Chief.

Bill from Gasvoda about pumps. This is about the Wastewater Treatment Plant. Upon the very first start up pumps pumped clean stone right away. With hours of City workers and Kruser to clean out the wells. We have now gotten a bill from Gasvoda and do not feel we should take care of this. It should be Leander who is the contractor. However, Farh Graham has come back saying that Loras had approved of this, and it is our expense.

Alderperson Belken – How much is it Mark. Mark it is quite a bit and will get you some paperwork.

Interim City Manager Seitz – They thought there was some sort of agreement and he said to show us the paperwork. It was caught within an hour. Reminder that these were brand new pumps and then did not work properly after that. Pumps were not replaced, just rebuilt. They are working correctly now.

Alderperson Robey – With them being rebuilt will this decrease the life of the pumps. This is a question for Gasvoda.

   5.  23-0814    Discussion and Possible Action to Approve An Ordinance for Remote Participation in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, Interim City Manager Seitz

That will allow participation if someone is not able to make it.

Member must notify the Clerk at least twenty-four (24) hours before the meeting unless advance notice is impractical

Must meet one of the three (3) reasons they are physically unable to attend

Cannot attend because of personal illness, injury, or disability

Cannot attend because of employment purposes or due to the business of the City

Cannot attend because of a family emergency or other emergency

A Quorum of the covered body must be physically present at the meeting site

This is something to have for any future use.

   6.  23-0815    Discussion and Possible Action to Approve An Ordinance for Outdoor Burning in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, Interim City Manager Seitz

This was requested a few months ago installing burn bans and recreational burning. Thought we had one but found we didn’t. This is to allow the city to get with Chief Heim and do a burn ban when conditions are favorable and gives the parameters for recreational burning.

Alderperson Degenhardt – No burning in the streets. No there shouldn’t be.

Based on IOS inspection coming up. Should have this in place some time ago.

Another one that came up and should be in place. This will give the City Manager the opportunity to do this.

13.  23-0822    Presentation of the Jo Daviess County Comprehensive Plan Update with Diane Gallager in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, Interim City Manager Seitz, Diane Gallager

Diane Gallager – Thank you very much for filling out the survey and wanted to ask us to attend the meeting that will be at the school.

Alderperson Belken – Hope to get a good turnout.

Diane Gallager – Very important to start looking at the younger people. Looking at Jobs, Housing and Child Care.

No action required.
