What is going on with the union contract? Tim Zollinger is the attorney for union contract. Final meeting this week.
Called rep for JoCarroll about pole with wires on the ground. See if they could take care of it even though it was Frontier lines.
Noticed no flagpole at public works building. Would like to see one at public works and will provide a 5 x 8 flag.

What is the unpaid invoices line? US Department of Education tuition reimbursement for any employee.

OLD BUSINESS:
5. 22-0420 Discussion and Possible Action to Approve a Budget Ordinance for the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
Going over the budget that has 6 years of fiscal information with 2023 projected budget. Also went over Tax Levy Summary. Property Tax is a small amount of City Revenue.
Cannabis Use Tax – goes to general fund but will be used for the new buildings of Police and Fire Stations.
Video Gaming Tax – goes to street repairs.
Police Chief Kovacic hopes overtime will be less then what is projected.
Alderman Walsh – Asked if city should budget new police car for next year? Will not put in budget yet. Going to wait another year.
Fire Department – Big items are turn out gear which increase every 3 months. Working on life cycle replacement. Air packs have an issue with batteries corroding. Thought this was taken care of but still working with company. Other departments are also having the same problems. Cost for a pack is $8,000 will need up to 25 not counting face pieces. Will need to replace trucks in the future. Looking into doing referendum for these.
Alderman Fluhr – asked if they could combine the stations.
City Manager Herrig – not enough room for both. Will need to buy land that would be able to house both stations together. As buildings are now they are going to the property line right now with only what is needed. Downtown location is best place.
Mayor Degenhardt – Any chance the chemical plant can help with the truck?
Alderman Fluhr – Roof cost for Fire Station? $40,000
City Manager Herrig – long overdue to fix roof. It has leaked the last 10 years being a flat roof. Now will be a regular roof.
Chief Heim – will need a 2nd Ambulance here soon. Most calls are Medicare
City Manager Herrig – $250,000 for a new Ambulance.
Alderman Fluhr – repaint Fire Hydrants?
City Manager Herrig – Yes, having the company that redid the water tower last year do the Fire Hydrants. Last done in 2006 by summer kids help using just a wire brush and painted.
Public Works – New vac truck for sewer system. Right now if we have any problems have to call Roto-Rooter or Kruser. Has been 10 years since part of town has been done. Need to do regular maintaining of maintenance of sewer lines. Also would like a mini excavator for water main breaks instead of renting.
Mayor Degenhardt – did we have a sewer truck? No only a jetter.
Alderman Walsh – What are they looking at for trucks? Single axle (7 yds) and tandem axle
(10 yds) has line camera.
Alderman Belken – What is life expectancy of trucks? 15 to 20 years.
Alderman Hoffmann – Grease trap inspections done?
Mark Fluhr – Businesses are supposed to do them.
Alderman Hoffmann – could we share a jetter with Galena? No
Alderman Walsh – How much to clean lines a year? $30,000 to $50,000

Motion by Alderman Burgmeier to Appoint Alderman Belken Mayor Pro Tem second by Alderman Walsh ROLL CALL: Ayes – Alderman Burgmeier, Alderman Fluhr, Alderman Hoffmann, Alderman Walsh and Mayor Degenhardt Motion carried Abstain – Alderman Belken
