   2.  22-0412    Discussion and Possible Action on Acceptance of Council Member Resignation in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

Resignation of Alderman Pearson Ward 2.

Motion by Alderman Burgmeier to Accept Resignation of Alderman Pearson second by Alderman Belken    ROLL CALL: Ayes – Alderman Belken, Alderman Burgmeier, Alderman Fluhr and Mayor Degenhardt    Motion carried

 

   3.  22-0413    Discussion and Possible Action on the Mayor’s Appointment to Fill Vacant City Council Seat in Ward 2 in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

Motion by Alderman Belken to Appointment Jake Walsh to Ward 2 second by Alderman Burgmeier    ROLL CALL: Ayes – Alderman Belken, Alderman Burgmeier, Alderman Fluhr, Alderman Hoffmann and Mayor Degenhardt    Motion carried

 

   4.  22-0414    Discussion and Possible Action on the Mayor’s Appointment to Fill vacant City Council Seat in Ward 3 in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

Motion by Alderman Burgmeier to Appointment Mike Hoffmann to Ward 3 second by Alderman Belken    ROLL CALL: Ayes – Alderman Belken, Alderman Burgmeier, Alderman Fluhr and Mayor Degenhardt    Motion carried

                        a.  City Manager Report

Streaming of meetings was a benefit for citizens during COVID. When put on Face book citizens are not able to participate in meeting. Would like citizens to come and participate at meetings. Do we still want to stream meetings?

Alderman Burgmeier – Thinks it is a good idea but problem is not able to participate. Could projects be put on City website? Yes.

Alyssa Darnall – Hoping to put on Face book and website on how projects are going. Gets updates weekly.

Good thing to have posts on Face book.

Street getting torn up from dump trucks. Will look at the road after the Beecher St project.

Water coming up and put pump in 6th St and shut 3rd St ditch. Water main on Desoto hit water table so need to wait till 8 to 10 before can start again. Beecher St equipment starting to move in. Nothing with the water tower yet. Fire hydrants are being sand blasted in town. Putting in boat dock next week.

Michelle VanOstrand – people have reached out to her about meetings being on zoom/Face book. They would like to see these continued. This is a good thing.

NEW BUSINESS:

   8.  22-0418    Discussion and Possible Action to Approve Three Year Contract for City Manager in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, Attorney Kurt

Attorney Kurt – Used the old City Managers contract with updates from union changes for non-union employees.

Alderman Fluhr – True you are getting a $5,000 raise?

City Manager Herrig – He will get the same percentage raise as all city employees.

Alderman Hoffmann – Is this an appointment at will agreement? Can still be terminated. Is there an employee handbook? No. Have to follow union contract, same for union and non-union employees. Typo in 8a to change.

City Manager Herrig – Define by union contract. All employees are treated the same.

Alderman Fluhr Motioned to Table. Motion was not seconded.

   9.  22-0419    Discussion and Possible Action to Approve IEPA Loan 17-4205 Request #1 in the Amount of $181,726.26 Including WHKS Design and Construction Observation Invoices, CFPS Invoices #1, and Louie’s Trenching Pay Application #1 for Stored Materials in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

Will see these when payments are needed.

Motion by Alderman Hoffmann to Approve IEPA Loan 17-4205 Request #1 in the Amount of $181,726.26 Including WHKS Design and Construction Observation Invoices, CFPS Invoices #1, and Louie’s Trenching Pay Application #1 for Stored Materials second by Alderman Belken    ROLL CALL: Ayes – Alderman Belken, Alderman Burgmeier, Alderman Fluhr, Alderman Hoffmann and Mayor Degenhardt    Motion carried

 

10.  22-0420    Discussion and Possible Action to Approve a Budget Ordinance for the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

Tabled to review on Monday, April 25.

Motion by Alderman Belken to Table Budget Ordinance second by Alderman Burgmeier    ROLL CALL: Ayes – Alderman Belken, Alderman Burgmeier, Alderman Fluhr, Alderman Hoffmann and Mayor Degenhardt    Motion carried
