a. City Manager Report
Review Agenda, City Hall Staffing, Project List working on (New Water Tower, the Removal of the Existing Water Standpipe, Water Main for DeSoto Street, Sewer Main and Water Main on Beecher, Repaving for Beecher, Indian Hills, Future Police and Fire Station, Waiting on Grant Decisions for the 6th Street pumping Station and Extension of Water and Sewer Services on Barge Terminal Road
b. Mayor Report

Anyone interested to filling the vacant council seat please call City Hall.
April 13 students will be on Badger for clean up starting at 8:30.

Wondering about census report. Report has been delayed getting out. Preliminary count is 1,532 which is a downward decline.

Checking to see about putting something on social media for Mulgrew’s 100th Anniversary. Just need to provide information of what they want placed. Let
Mayor VanOstrand that she would like to be considered for the empty council seat.

i. Update on New Squad Car(s)
New cars are up and running. Nicest squads they ever had. Most of 1 car was bought with insurance check and then any donations will go to any future payments.
ii. DACRA Update
Everything is going very good. Over $10,000 fines in 50 tickets. This is in less then
2 months of being in use. Court dates are every 3rd Wednesday.
iii. Qualified Immunity
State is trying to take this away from the officers. But still have on local level by being umbrella under city. This keeps them from being sued, without they can have everything taken away from them. Boarder states are letting us know that they will not be able to help. City will have to update insurance.
iv. Presentation of Certificate of Recognition
Jake Peacock – 3.5 lbs of Cannabis and Illegal Firearm Arrest
Jeremiah Mast – 14 g of Methamphetamine Arrest
f. Public Works Director, Mark Fluhr
i. Lead Service Line
Trying to get a list made for this 100% funded replacement of lead service lines. If people are not on list they will not be able to have it done. Need a count of homes that need to be done. So far 20 people have called and will be checked.
g. Fire Chief, Joe Heim
i. IDOL/OSHA Requirements
Should be done by the end of the week.
ii. $3,000 Grant for a Mobile Computer
This mobile computer will be used to help with writing reports.
iii. Started a Ride Along Program
This is to see if anyone would be interested in joining the Fire Department.
iv. Added Help
Ahead 5 calls from last April. 260 man hours, 216 hour for training/meetings and
43 hours alarm.

Presentation by Officer Jake Peacock
Officer Jake Peacock is asking support of a K-9 program. A K-9 would help of not having to use force. The K-9 is not a weapon but a tool. Have already had 17 calls for help with neighboring
K-9 units. With each call we do not receive the full amount of haul. Officer Jake Peacock is asking for support and to start fundraising. Will be able to bring back Dare to the schools. Will be able to train 2 days a month over in Dubuque. Will need to be Illinois certified. This fundraiser would be to offset costs.
Alderperson Pearson – Can talk with Sgt from Winnebago County.
Alderperson Stelpflug – Would we be able to get ½ of bust if called to help. The answer is yes.
NEW BUSINESS:
5. 21-0405 Discussion and Possible Action on Hiring an Additional Employee to Work as a Clerical Assistant in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig
Sent email out to council for help in City Hall. Ramping things up to get more done. A lot of things going on and everyone has been great at picking up everything that has been passed on to them.
Joan – Things are changing between new programs and changes from the state.
Alyssa – Website is finally done. DACRA work on during the week but always have to catch up on Monday from the weekend and anything else with the Police Department. New billing system is up and going also keeping up with Liquor Licenses or anything else that falls on her desk.
Third person – looking for them to answer phones, walk in traffic, mass mailing and anything that can help Joan and Alyssa.
Want to cross train but have not had time. Cross training would allow anyone to jump in and help when others are out.
Will be budgeted for next year, which starts May 1st.

6th Street drainage Improvements (Stormwater Lift Station), Hill Street, Beecher Street, Sidney Street Drainage and DNR Stormwater Study.
