   3.  22-0403    Discussion and Possible Action on Matters Discussed in Executive Session in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

Motion by Alderman Belken to Proceed with Motion for City Attorney Kurt to Write a New Contract for 3 Years for City Manager Herrig second by Alderman Burgmeier    ROLL CALL: Ayes – Alderman Belken, Alderman Burgmeier, and Mayor Degenhardt    Motion carried    
Nays – Alderman Fluhr    Absent – Alderman Pearson

                        a.  City Manager Report

                               i.   Job Duties

City Hall ladies work duties included in packet. Asked if there were any questions and there was none.

                        b.  Mayor Report

We need to get past the negativity. There are a lot of projects going on right now and the city needs to keep going forward. City Manager Herrig has done a lot of projects since he has been here.

                        c.  Alderman Report

                               i.   Belken

American Legion had Nicole Hermsen from Jo Carroll Transit as a guest speaker. Talked about how they will transport anyone who calls within a 100-mile radius. Also informed that they take Veterans for free. If would like to have her give a presentation here is her number 815-777-8088.

                             iii.   Degenhardt

                             iv.   Fluhr

Asked Mark Fluhr if anything will be done with the loose gravel and dust in the flats. Will be sweeping and then using an end loader to remove.

Alderman Belken – So there was 61 calls and these where non emergency? Yes

Alderman Burgmeier – How long do most calls last? Calls last about 15 to 20 minutes with others being longer. A DUI is about 3 hours with paperwork.

Alderman Fluhr – Asked Chief Kovacic if an officer had pulled over Kirk VanOstrand in the last week? Kirk VanOstrand said he was not told why he was pulled over.

Chief Kovacic – Reason was for calling Mayor Degenhardt’s wife and yelling at Mayor in front of City Hall. He was informed of reason for being pulled over.

   5.  22-0405    Speakers from the Floor

Marc Ruden from Origin Design – Works with City on many projects over the years. Says City Manager Herrig is committed and works tiredly for grants and funds to help out this community. Also works closely with Alyssa so that she can fill in when needed. Thought an outside person could give more insight on how hard City Manager Herrig works for the City of East Dubuque.

Alderman Belken – Marc Ruden has been working with the City of East Dubuque for a long time. Before City Manager Herrig when a project would go over budget they would only work on the major problems and skip the minor ones so that they stayed on budget. But with City Manager Herrig he said why would we do that when we would have problems down the line. We should fix what was projected and he will look for other grants/funds to help with extra cost.

Marc Ruden – Works hard trying to get funding for all projects. Better to be proactive then reactive. The problems the city has now are not going away and will only get bigger in the future.

Mayor Degenhardt – We need to keep moving forward. Thanks.

Linda Waltz – Chairperson of Zoning Board. She has deep roots in this city and why they have stayed in East Dubuque. She has been privileged to work with all five City Managers and City Manager Herrig is the best out of the other City Managers. Feel need to keep Herrig so that the city keeps moving forward. She is giving her support to him. The Council needs to learn to compromise or disagree in grace. Our Citizens also need to respect all our departments. They work very hard for all the citizens of East Dubuque. Just asking to be respectful.

Motion by Alderman Belken to Amend Title 2 City Administration Ordinance second by Alderman Burgmeier    ROLL CALL: Ayes – Alderman Belken, Alderman Burgmeier, Alderman Fluhr and Mayor Degenhardt    Motion carried     Absent – Alderman Pearson

 

NEW BUSINESS:

   8.  22-0407    Discussion of City Council Appointment in the City of East Dubuque, Jo Daviess County, Illinois

Mayor Degenhardt – Has a bunch of people he is talking to before making an appointment of new council members.

Alderman Fluhr – Recommended Dawn Stelpflug Ward 3 and David Roth Ward 2.

Mayor Degenhardt – Asked that Alderman Fluhr let them know to reach out to him.

No action needed.

   9.  22-0408    Discussion and Possible Action to Renew Contract with CodeRED Warning Agreement in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

This is a renewal.

Alderman Belken – Said CodeRED Warning was good being used by all city departments.

10.  22-0409    Discussion and Possible Action to Approve Video Gaming License to Seldom Scene for an Additional Video Game Terminal Bringing the Total to Five Video Gaming Machines in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

Motion by Alderman Burgmeier to Approve Video Gaming License to Seldom Scene for an Additional Video Game Terminal Bringing the Total to Five Video Gaming Machines second by Alderman Fluhr    ROLL CALL: Ayes – Alderman Belken, Alderman Burgmeier, Alderman Fluhr and Mayor Degenhardt    Motion carried    Absent – Alderman Pearson
