   2.  21-1002    Staff Reports

                        a.  City Manager Report

                               i.   Employee Evaluation

Working on Tuesday.

                              ii.   Thank you from the Engelman Family

                             iii.   Illinois Adult Use Cannabis Monthly Sales Figures

Dan Dolan has meet what was agreed upon for them to come to East Dubuque.

City Manager Herrig said no other dispensary will be around till 2022. They will still need to do a presentation to let Council know what they are looking when coming to East Dubuque.

                             iv.   East Dubuque Bridge Inspection Report

Menominee bridge is in bad condition and will need something done in the next 10 years. Inspections are done every year.

                              v.   Beecher Street Project Update

Moving along with biding in November and work to begin in spring.

                        b.  Mayor Report

Resigned due to health reasons.

Less then 28 months will not have to fill Alderman Degenhardt’s vacancy and still will be able to vote.

Want to thank Fire Department for training. Was impressed with new devices.

Asked Mark about turn around on his street (bump). Will see about fixing it.

Shock about Mayor resignation. Gun shop owner was not happy about not being able to come in and park in front of shop during car show. Mike Meyer checked into it and was not his person.

Apple Street trees along power lines. Have called Jo Carroll but nothing done yet. City will call and see if they can trim the trees.

Thank you to the Fire Department training. Was impressed with the new devices.

Sent letter to library but want to let council know it is 60 days not 45 days. Will let know when to put on agenda.

                        e.  Police Chief, Luke Kovacic

                               i.   K9 Update

Odin was presented to City Council. Officer Peacock said Odin graduated September 22 for narcotics. Have already made many stops and was used for search which he found person. Have three certificates in Illinois, Wisconsin and US. Still waiting on K9 vehicle.

                        g.  Fire Chief, Joe Heim

Thank council members that made training. This week was Fire Safety week and also to check fire alarms (only good for 10 years).

   3.  21-1003    Speakers from the Floor

Dan Dolan – would like council to stay with plan of what Dan laid out in presentation with council in March/April.

Owner of 703 Sinsinawa wants to file complaint against Chief Kovacic. Was not happy about not being contacted. Does not see why they are responsible for fixing wall. Council will follow up on complaint and follow up with owner.

NEW BUSINESS:

   5.  21-1005    Discussion and Possible Action to Adopt the East Dubuque Goal Setting Report in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

Spent 2 million so far and has bought the building The Dispensary is in. Asking that no other dispensary in town by maintaining the existing ordinance. Would like council to support him for the next 5 years. Did understand if the person was local which was discussed when they came to town. There is a method to their madness. Looked at Quality Inn up by Timmerman’s to be an Air B&B Hotel. Would be offering shuttles to Galena.

   6.  21-1006    Discussion and Possible Action to Amend Ambulance Billing Rates in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

Billing rates for ambulance will increase. City of East Dubuque has been underpriced for the state of Illinois. Moving forward this will put is in the middle cost for state of Illinois. Still have a way to go to make self-sufficient.

Motion by Alderman Burgmeier to Amend Ambulance Billing Rates second by Alderman Biermeier    ROLL CALL: Ayes – Alderman Biermeier, Alderman Burgmeier, Alderman Degenhardt, Alderman Fluhr, Alderman Muir and Alderperson Pearson    Motion carried

 

   7.  21-1007    Discussion and Possible Action on Temporary Outdoor Seating for Restaurants and Bars in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

Mike Meyer – invested in furniture and seeing if he should store or sell. Wanting to know if will be able to use next year.

Alderperson Pearson – looking forward but will be a 50/50 chance of what is going to happen next year.

Alderman Biermeier – like outside sitting concept but also a safety concern

Alderman Muir – asked if there were any safety issues. None but people are still sitting around after hours till officers tell them to move on.

Alderman Burgmeier – still like the idea of keeping.

   8.  21-1008    Discussion and Possible Action to Approve Special Event Permit for the Lions Club Chili Cook Off on November 8, 2021, from 5:00 pm until 9:00 pm Using the Currently Established Outdoor Seating Located at 68 Sinsinawa Avenue in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

Will have more space for chili cook off. $5 for anyone with money going to food pantry. Would like to extend outside sitting till then.

Alderperson Pearson – talked to Gwen and was outstanding.
