   1.  22-1001    Call to Order – Mayor

   2.  22-1002    Staff Reports

                        a.  City Manager Report

                               i.   Blackhawk Hills Regional Council

Shared the annual report with members and report was included in packet.

                              ii.   Gramercy Park Project Update

The grant was submitted on time. Wanted to also commend the efforts of Dan Pepin and Julie Neebel on putting this together so quickly. Jeff Trannel also has received a $20,000 commitment.

                             iii.   Public Works Real Estate Update

Is a parcel that we exchanged with SELCO but was contaminated. Was approached by attorney for SELCO wanting to wrap this up to finish this transaction. City has hired Terracon and they are working with the Illinois EPA to resolve the remaining issues.

                             iv.   Building Permit Update

Having seen a lot of activity in building permits. In the last three months, have issued a $250,000 remodeling permit, a $400,000 new home permit, a $350,000 remodeling permit and the library permit for app. $1.5 million. Also working on three new permits in addition working with a developer of a 27-lot subdivision.

                              v.   Council Rules and Procedures

Have just gotten away from the rules of procedures that were adopted in June 2019. Want to have the council to relook at Section 7 Rights of Public and Section 8 Speakers from the Floor. This was included in packet.

                             vi.   Diane Gallagher Email

Diane sent email that details a referendum that will be on the November 8th ballot. The referendum is funding for EMS Services. The city will not get any of this funding.

                            vii.   Andrew Chesney Letter

Received a nice letter from Andrew Chesney for City’s support of Gramercy Park project.

                           viii.   AHVA Agreement

AHVA has decided to partner with City on an engineering study to determine the repairs needed for the Sidney Street retaining wall.

Hyacinth St. will be go to Cherry since DOT does not like where it is now. This will be a major project and will not be done till Oxford is done.

Gramercy Park is beautiful and the blacktopped Desoto is nice.

Michelle VanOstrand 312 Peach – Why is the agenda not placed on website? Supposed to have
48 hours for an amended agenda. Asked about posting minutes and received message back from City Manager Herrig that will resume some time in the future when staffing allows.

Don Slaats 200 Sinsinawa – With everyone resigning why not keep Treasure in place? Hard believing that she just resigned. Not adding up to him.

Alderman Hoffmann – It is a personnel issue and can’t comment.

Had info in packet and background on how it would work.

Motion by Alderman Fluhr to Have a Timeclock with no second.

No action taken.

 

NEW BUSINESS:

   6.  22-1005    Discussion and Possible Action to Approve Additional Video Gaming Terminals for Bluff City in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

Motion by Alderman Belken to Approve Additional Video Gaming Terminals for Bluff City second by Alderman Burgmeier    ROLL CALL: Ayes – Alderman Belken, Alderman Burgmeier, Alderman Fluhr, Alderman Hoffmann, Alderman Walsh and Mayor Degenhardt    Motion carried

   7.  22-1006    Discussion and Possible Action on Street Sweeping and Parking Ticket Ordinances in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

Don Slaats – Issues because of parking ticket. One customer dropping off didn’t realize parking because of street sweep. Came and talked with City Manager Herrig but he let Don know that he doesn’t get involved with tickets. Don says not sure why City Manager Herrig was not able to take care of ticket for him. He has done stuff for the city and not charge them.

Mayor Degenhardt – Had discussion with Don that he thinks sweep 2 times a week is too much.

Don Slaats – It is just his opinion on not 2 times a week. Thinks should get rid of tickets because of bars opening at 5 am. People park in his spots but this customer didn’t.

City Manager Herrig – He does not have authority to waive tickets. Can bring it to the judge and she would be able to waive.

Mark Fluhr – If they don’t write tickets people will not move vehicles for street sweeping. Time all vehicles need to be cleared off street is when there is 2 inches or more of snow.

Don Slaats – Why warning one week and then three weeks later it is a ticket?

Chief Kovacic – Don’t know the situation.

Alderman Hoffmann – Maybe we will need to change signs because of new time of bars in morning.

Chief Kovacic – Amount of tickets written varies week by week.

Alderman Burgmeier – Will need to figure something out.

Will make something for next meeting.

No action needed.

 

   8.  22-1007    Discussion and Possible Action to Amend Liquor License for The Annex and Bluff City Pending Completed Application in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

Bluff City did not get application into City Hall. So will not be doing anything at this time.

   9.  22-1008    Discussion and Possible Action to Approve Loan Request #7 for IEPA PWSLP 17-4205 in the Amount of $159,246.77 Including Origin Design’s Invoice #77759 and Louie’s Trenching Pay Application #6 in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
