  i.   Telegraph Herald Article

Households could also be in East Dubuque in next 30 years

ii.   Railroad Feasibility Study

Study from Rockford to Dubuque, which traffic, will just go through East Dubuque.

iii.   Origin Design Project Update

List of projects being worked on: Gramercy Park, Fire Station, Police Station, Water System Project (Water Tower and Desoto St Water Main, Wastewater System Improvements (Sanitary Sewer Extension to Indian Hills and surrounding area), Southeast Industrial Park Utility Extension (Utility Extension to Tracy Exports
and T & T Metals) and Flood Buyout.

Mayor VanOstrand – If bids over what do we do? City will take care of overage or will have it rebidded (material cost are coming down).

iv.   Review of Upcoming Meetings

Organizational meeting, council 2nd meeting and then goal setting meeting.

Can there be a street light on Riverview. Will need to talk to JoCarroll.

Water shut off is in the street projects. Drains need to be cleaned out. There is no drainage cause people have filled in ditches to make it level to make flat parking area. Because of this water has nowhere to go. 4th street and Wyota are the worst areas. Can we figure out any solutions for this?

                               i.   Update on Criminal Justice Reform

Can be interpret different ways by each individual.

Anonymous complaints – if was said to be false then they would be charged, but now they will not have any consequences for giving a false complaint.

Qualified Immunity – Now Police Officers are not covered anymore. Ex – person hop by police they now can go after officer.

Have calls to insurance for officers that give them protection for doing their job. Officer needs to have followed the rules. All these took into effect July 1st.

Can get into trouble if Officer forgets to turn on body cams.

When called to citizens home for someone on property the Officers only can serve citations with court date in 21 days.

Chief having to do a lot more paperwork and being more of a administration position then being out and about.

                              ii.   Assistant Police Chief Position

See number 13.

                             iii.   K9 Update

Have raised over $90,000 so far. Officer Peacock has picked out puppy named Odin. Has training August 2 through the first week of September. Squad car is being worked on and should be done by end of month depending on when cage comes in. Fundraiser for July 10th hosted by Incognito (Mike Meyer) and Kevin Green.

Alderman Biermeier asked what the goal to be raised. Goal is $110,000 and will be self-sufficient.

                             iv.   Administrative Law Court Update

Stockton and Scales Mound joining with Warren asking questions and may be joining. Hoping that the whole county would join. Already exceed expectation of what was going to be.

                               i.   Update on City Street Projects

Looking to work on the worst streets first and will do what streets that can be afforded. So council will need to choose what streets to work on. The gaming and ½ cent tax goes to the roads. Council members would like to do all the streets so will need to look into what can do.

                        g.  Fire Chief, Joe Heim

Ordering of equipment and request more funding for Ambulance. Already 36 calls ahead from last year with it going up each year. Looking forward to the $15,000 grant that is tied to the COVID.

   5.  21-0705    Discussion and Possible Action to Approve Special Event Permit and Class D Liquor License for Cookin’ the Hog for the Dog a K9 Fundraiser on July 10, 2021, from 2:00 p.m. until 10:00 p.m. Blocking off the Street at 100 and Sinsinawa in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

Concern that the bars lower part of the street would not have access to there business during this time.

   6.  21-0706    Discussion and Possible Action to Create a City Ordinance Pertaining to Storage Issues in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

Storage of multiple boats is not a violation. Does the council want to regulate this? If so will need to make a new ordinance.

No action needed.

 

   7.  21-0707    Discussion and Possible Action to Approve Agreement No JN-2-22-015 with the Illinois Department of Transportation in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

Illinois DOT Highway 20 project is 2 million. City will be responsible for $37,000 is city share. Adding a turn lane till Camillus with 1 lane on each side.

Assistant Police Chief looking to be not union position. This position is to help Police Chief with administrative duties and be able to sign off on paperwork when Chief is not available. Looking to promote within department and not adding to the department.
