                              ii.   Back to Business Grant

Just want to make sure that all business owners are getting all information. Already have an email group that when City gets new information it is then forwarded to the email group. If a business has not received information or new to town can just call City Hall and will then be added to the email group.

                             iii.   J Birch Nuisance Complaint

Complaint is being enforced; they have received 3 warnings and receiving warning citations now. If fines are not paid will then be sent to collection agency. Still if not taken care of will have City employees go in and clean up after 72-hour notice.

                             iv.   NW Illinois Economic Development Update

Just sharing updates on activities with copies included in packet.

                              v.   Galena Country Tourism

                             vi.   City Hall and WWTP Open House October 23rd

Having open house for wastewater plant and City Hall. Looking at 1 pm to 3 pm with refreshments at City Hall.

                            vii.   Cannabis Update

Illinois has awarded Northwest Illinois 5 licenses for cannabis operations. City Manager Herrig has been contacted by one of the license holders. Asking that any new business will give a presentation to the City Council. Once known if adding any new business will have to look at zoning of any additional dispensaries in East Dubuque. Looking for what is best for the city.

Wanting to know about DACRA Luncheon.

Have not heard anything from Library about letter from the City.

                        e.  Police Chief, Luke Kovacic

                               i.   Recognition of Officer Peacock

Alliance Against Intoxicated Motorists wants to acknowledge the exceptional DUI enforcement of Patrolman Jake Peacock. Officer Peacock was awarded a certificate of appreciation.

                              ii.   DACRA Luncheon

DACRA is having a luncheon on September 7, 2021 at 11 am at Timmerman’s Supper Club with RSVP by August 27th. Being hosted by City of East Dubuque and East Dubuque Police Department.

                             iii.   Update on Officer Peacock K9 Academy

Officer Peacock and Odin are in the top percentile in narcotics training. Still waiting on cage for K-9 vehicle, which hopefully will be in the next couple of weeks.

                             iv.   Update on Officer Stines Police Academy

Officer Stines is in the upper 90% with graduation in March to early April. Will need to still work with someone until graduation.

                        f.  Public Works Director, Mark Fluhr

                               i.   Update on City Street Projects

Chip sealing is done. Butternut does not want to chip and seal but needs to be blacktop. Sherwood gutter is being worked on with asphalt to be done on Clinton when crew is available.

                              ii.   Hiawatha Lift Station

Pumps are old and this being an important station will need improvements. Recommend putting in new pressurized line. Will need to be hired out.

                             iii.   Railroad Crossings

Gentleman did not have an answer for why not fixing RR crossings but will look into it.

Mayor asked about bump on Hill St. Will be taken care of this week.

                        g.  Fire Chief, Joe Heim

First day of school was a great success. Truck was out to bring attention to the first day of school.

   3.  21-0817    Speakers from the Floor

Delbert Belken – Donations from EDGE foundation from Wing Fest is donated back into the community. Wants to make ask council to volunteer in the near future.

Marc Ruden & Eldon Schneider Origin Design Presentation on Water Improvements Project Plan

Recommendation for water improvements has an urgency to bring things together. These are large capital projects to combine and improve quality, storage and distribution. Purpose of plan is to fulfill requirements of the Illinois EPA Public Water Supply Loan Program for a Project Plan as defined in IAC 35 Section 662.320(e).

Proposed improvements are water supply, water treatment, distribution system and service line. Proposed costs and schedule starting in 2022 to end in 2028. Proposed financing with source being a state financed loan. Lastly being environmental assessments.

   5.  21-0819    Discussion and Possible Action to Amend Ordinance Authorizing Licensing of Video Gaming Terminals in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

Recommend doing this will let the local owners be reimbursed from vendors.

   6.  21-0820    Discussion on City Council Attendance in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

Back door will be kept locked at all times. Visitors will need to come in the front door. Note that there is now handicapped parking is now in front. This is to control access to the building.

No action needed.

 

   7.  21-0821    Discussion and Possible Action to Approve the East Dubuque Knights of Columbus Annual Tootsie Roll Drive on Friday, September 17, 2021 from 2:00 pm until 6:00 pm and September 18, 2021 from 8:00 am until Noon at the 4-way Intersection at Wisconsin Avenue and Sinsinawa Avenue in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

   9.  21-0823    Discussion and Possible Action to Approve the East Dubuque High School’s Annual Homecoming Parade in Downtown East Dubuque on September 24, 2021 at 3:30 pm with Street Closing for Staging in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

Motion by Alderperson Pearson to Approve the East Dubuque High School’s Annual Homecoming Parade in Downtown East Dubuque on September 24, 2021 at 3:30 pm with Street Closing for Staging second by Alderman Degenhardt    ROLL CALL: Ayes – Alderman Biermeier, Alderman Burgmeier, Alderman Degenhardt, Alderman Fluhr, Alderman Muir and Alderperson Pearson    Motion carried

 

10.  21-0824    Discussion and Possible Action on 2020 Census in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

Lowest population since 1940. Overall county is down. With this said there is opportunity for growth.

No action needed.

 

11.  21-0825    Executive Session: 5 ILCS 120/2(c)(6) Sale of Real Estate / Mayor VanOstrand, City Manager Herrig

12.  21-0826    Discussion and Possible Action on Surplus Municipal Property Located at 69 Sinsinawa Avenue in the City of East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig

Received 2 bids. First bid is from Terry and Luke Temperley for $1 and no allotted time for demolish of building.

Second bid is from Janvie Properties for $50 and will secure a surety bond upon completion of sale for $50,000. Have a 5-phase process to complete by October 30, 2026.

Phase One: within 6 months of ownership will demolish and remove existing structure

Phase Two: by June 30, 2023 will develop an outside garden that will act as an annex. Will be gated with outside seating.

Phase Three: by October 30, 2024 add additional restroom facilities to the outside venue.

Phase Four: by October 30, 2025 add outdoor serving bar that will carry wine and top shelf drink selections

Phase Five: by October 30, 2026 develop and add an outdoor kitchen area.

Council accepts the second bid from Janvie Properties for $50.
